how about shields can only regen while stationary (and have sufficient power). my thinking is it protects the troops (as that is the point of a mobile shield) while on the move but a long march across a map (especially choke maps like Seton's) will leave them very vulunerable to a sustained attack, even if the attack isn't extremely strong.

Whatever the solution - the main goal is to make it so mobile combat units can't hide behind shields for sustained periods of time and fire from the safety of the umbrella.

It'd be cool if mobile shields blocked friendly shots as well - from the inside.
Then they'd be for protection and preservation of your units while en route - a sort of escort bubble, but in order to fight, the units would have to leave the bubble.  Now that I could accept :)

I guess I also question how good you think the mobile shields are.  The fact that Cybran arent gimped despite not having them seems to suggest they're kinda ok.

How about, instead of them being mobile bubbles, they grant personal shields to anything of yours in the circle? That way the hitpoints would still be in proportion and you wouldn't get much from spamming them as it wouldn't stack.
