Updated bleeding edge to version 21.

Main fixes:

- SCU upgrade fixes (upgrades should work correctly now)
- Cybran ACU weapon upgrades now work correctly
- Veterancy toned way down (takes longer + only health increases)
- Air repair pad issues fixed
- Air fuel consumption set to 1/5 (airplanes out of refuel range will last 5x longer)

 - Added shield back to Fatboy
 - Increased shield size from 25 to 30
 - Decreased HP from 35,000 to 20,000 (for a total of 40,000 with the new 20,000hp shield)
